The Social Services Agency employee Rasul Dadashov conducted a training for second-year Social Work students at Azerbaijan University on the “Adoption” and “Foster Family” care models. During the training, students were introduced to the essence, application rules, and stages of the “Adoption” and “Foster Family” care models.

It was noted that the "Foster Family" model, one of the most widely used forms of child care worldwide, provides for the growth and development of children who have lost their parents, lack parental care, or have been placed in shelters. This model allows children to be cared for in a family environment, either short-term or long-term, under state supervision and on a paid basis. The model was developed based on the experience of foreign countries, with consideration of Turkey's experience in this field. According to a decree by President Ilham Aliyev dated February 15, 2022, authority over state policy, regulation, and state supervision in the field of “Foster Family” care has been assigned to the Ministry of Labor and Social Protection of the Population.
