Azerbaijan University will provide consultation services on foreign language exams for doctoral candidates 

The Cabinet of Ministers has made changes to the “Rules for the establishment and admission to doctoral programs”. According to the amendment, the admission process for doctoral and dissertation training under the Doctor of Philosophy program will begin with a foreign language centralized examination at the State Examination Center (SEC). Azerbaijan University will provide information on the conduction of foreign language exam and consultation services for advice on the content of the questions, given the changes in the admission rules for applicants. Citizens of the Azerbaijan Republic with higher education are admitted to doctorate according to the program of Doctor of Philosophy (Ph.D.) through a competition (having a master’s degree, or education equivalent to it, in a medical education a doctor or specialist) Those who wish to enter the doctoral program under the Ph.D. program are taking entrance exams in a foreign language (except Russian, the choice is free or must correspond to the specialty) in the scope of the current program for a master's degree in higher education. Candidates who took part in exams in a foreign language are admitted to exams in philosophy, while those who took part in exams in philosophy are admitted to exams in a specialty.

The foreign language exam is conducted by the State Examination Center (SEC). The content, timing, procedure for assessing the results of exams and passing scores on the foreign language exam are determined by the SEC in coordination with the ANAS and the Ministry of Education. Candidates passing an exam with merit in a foreign language exam are allowed to pass the philosophy test. Those who have a valid foreign language certificate (IELTS, TOEFL, TestDaF, DELF, DALF) are exempt from the foreign language admission test. The equivalence of the international language certificate to the passing score is determined by the SEC in consultation with the ANAS and the Ministry of Education.

Examination in Philosophy is carried out in higher education institutions, scientific institutions and organizations determined by the relevant institutions, which are subordinated to the scientific institutions and organizations. The results of the exam are evaluated as "acceptable" or "unacceptable". The content of the examination is determined jointly by the ANAS and the Ministry of Education.

Specialty entrance examinations are conducted by a commission created by the head of a doctoral degree, a research institution or organization, and only those who are “qualified” in the subject are allowed to take the exam.

Admission committees established in higher educational institutions, scientific institutions and organizations make the appropriate decisions based on the results of examinations.
