Prominent economist scientist, head of the Scientific Center for the Reconstruction of Post-conflict Territories under the Institute of Economics of ANAS, corresponding member of ANAS, Professor Akif Musayev, who was rector of Azerbaijan University in 2007-2011, died.

Akif Farhad oglu Musayev was born in the village of Gorgan, Fuzuli district in 1947. After graduating from Azerbaijan State University in 1971, he entered the post-graduate course of the Central Institute of Economics and Mathematics of the Academy of Sciences of the USSR. In 1977, he received the Doctor of Philosophy degree in the specialty of economic and mathematical methods, and in 1992, the Doctor of Science degree in the specialty of economy, planning and organization of the national economy management and its fields (industry). In 2001, he was elected a corresponding member of the Azerbaijan National Academy of Sciences. 

Akif Musayev started his career in 1967 at the Laboratory of Economic and Mathematical Models of the Institute of Cybernetics (now the Institute of Management Systems) of the Academy of Sciences of the Azerbaijan SSR. In 1976-1980, he was a senior researcher at the Institute of Cybernetics, in 1980-1991 he was a senior lecturer, associate professor at Azerbaijan Oil and Chemical Institute (now the Azerbaijan State Oil and Industry University), in 1991-1999 he was a professor of economics at Azerbaijan State Oil Academy and worked as Head of the department of economics and management of machine-building industry. As a member of the State Supreme Expert Commission under the Cabinet of Ministers of the Republic of Azerbaijan, which was established by the Decree of the head of the state dated September 24, 1994 and operated until April 11, 1998, he was responsible for the creation and implementation of the state registration and regulation of the activities of private educational institutions in the country and closely participated in the organization of relevant works.

In 1999, Akif Musayev was Head of the Training Center of the Ministry of Taxes, at the same time, Head of the Analytical Information Department of the General State Tax Inspectorate in 1999-2000, Head of the Main Department of Tax Policy and Strategic Research of the Ministry of Taxes in 2000-2007, Head of the Tax and Taxation Department at Azerbaijan State University of Economics in 2001-2007, Rector of Azerbaijan University in 2007-2011, Head of the Tax Policy and Strategic Research Department of the Ministry of Taxes in 2011-2013, Advisor for Tax Policy Issues of the Minister of Taxes in 2013-2015.

In 2016-2020, he was Head of the Department of Mathematical Assurance of Economic Research at the Institute of Economics, Head of the Scientific Center for the Reconstruction of Post-Conflict Territories at the Institute of Economics from 2020 until his death. 

The scientist was the author of more than 400 scientific works, many monographs, textbooks and teaching aids, subject programs. His services in the training of scientific personnel are also worthy of attention.

Akif Musayev's research spheres cover modeling of transport processes, modeling of mutual activity of machine building and oil industry, modeling of fiscal policy, mathematical modeling and forecasting in the economy, direction of scientific research of economic problems of taxes, etc. 

Economist scientist Akif Musayev was awarded "Medal for distinction in public service" by the Decree of President Ilham Aliyev on February 9, 2007, and "Honorary Diploma of the President of the Republic of Azerbaijan" by the Decree on October 16, 2018. At the same time, he was awarded with honorary decrees of ANAS and the Ministry of Taxes in different years.

He was also awarded "International Diploma of Honor" and "Outstanding Leader Award" for his contributions to the world of science and education by the boards of the British Cambridge International Biography Center and American North Carolina Institute of Biography.

He was a member of the editorial board of a number of magazines, an honorary doctor of the Caucasus University of Georgia.
