The Second International Conference on “Information Security: Problems and Prospects” was held at the Azerbaijan University. The Сonference, organized by the Azerbaijan University jointly with the Kharkiv National University of Radio Electronics (Ukraine) and the Military Institute named after Heydar Aliyev, is devoted to scientific, theoretical, practical and technological aspects of preventing unauthorized access, use, disclosure, distortion, modification, research, recording or destruction of information in modern conditions of rapid development of information technologies and its total penetration into all spheres of human activity. 

Yusif Gasimov, Vice-Rector for Research of Azerbaijan University, opened the hybrid conference with welcome speech and greeted the event participants on behalf of University Rector Saadat Aliyeva and the university staff. In his speech, the Vice-Rector thanked other co-organizers of the event and scientists and engineers who presented the results of their research in the field of Information Security to the conference, as well as young researchers. Yusif Gasimov noted that the processes taking place in the world over the past 20 years show that it is as important to protect information as to create it. This issue is currently being discussed in almost all universities and science centers around the world. Information Security issue also needs to be discussed in Azerbaijan on a scientific and intellectual level. When organizing scientific conferences, Azerbaijan University also prefers current issues and modern challenges in the world and in our country, and offers a platform for scientists and researchers to share their latest scientific results, discuss new scientific ideas and perspectives. 

The Vice-Rector noted that the 44-day Patriotic War also went down in world military history as a war in which high-tech weapon systems were used.  The Azerbaijani army has successfully used modern weapons systems in combat operations. “Information is already a recognized capital all over the world, and any capital, any treasure must be reliably protected,” Yusif Gasimov stressed. 

Vice-Rector of Kharkiv National University of Radioelectronics Murad Omarov welcomed the event participants on behalf of the University Rector Igor Ruban and the university staff. Murad Omarov said that although the University he represents is planned to attend the event with a large delegation, this is not possible due to the ongoing war in Ukraine, and staff will take part in the conference online. 

In his speech, Omarov stressed the importance of training personnel in the field of information security and noted that Azerbaijan University and Kharkiv National University of Radioelectronics have been cooperating since 2019. Providing information on the areas of cooperation between universities, Murad Omarov noted the importance of further strengthening relations. 

Ramid Huseynov, Professor of the Scientific Research Department of the Military Institute named after Heydar Aliyev, welcomed the participants of the conference on behalf of the Rector of the Institute, Major General Fuzuli Salakhov, and expressed satisfaction that they were among the organizers of the event. Ramid Huseynov said that the issue of information security is very topical both in Azerbaijan and around the world. Expressing confidence that the discussions held at the conference will make a positive contribution to this field, Huseynov wished success to the event.  

Speakers at the plenary session were the Vice-Rector of the Kharkiv National University of Radio Electronics Murad Omarov with his report on “Cyber security education: challenges and prospects”, General Director of the Institute of Control Systems of the Ministry of Science and Education, Academician Ali Abbasov on “Artificial intelligence in information security: problems and prospects”, Professor of Kharkiv National University of Radio Electronics Marina Evdekimenko on  “Security-based routing models with traffic engineering support” and Head of the Department of Computer Systems and Networks of Azerbaijan Technical University, Professor Vagif Gasimov on “Information Security: current situation and scientific research directions”. 

After the break, the conference continued its work in the session meetings on the topics “Technical issues of Information Security” and “Software-based information security”. The session meetings were conducted by Asif Pashayev, Dean of the Information and Communication Technologies Faculty and Rashad Mastaliyev? Head of the Mathematics and Computer Science Department.
