The implementation of the second component has begun within the project "Creation of the Conference of Rectors in Azerbaijan" (ECAR). The primary purpose of this component is to study the experience of the European Rectors' Conference, a partner of the project. For this purpose, established a 30-member coordination committee consisting of representatives of partner universities. The Coordination Committee is currently visiting France.

 Nushaba Guliyeva, Advisor to the Rector, Director of the International Center for Master's and Doctoral Studies, and Bakhtiyar Badalov, Head of the International Relations Department, represented  Azerbaijan University. The organized a week-long training for the members of the Coordination Committee on November 22-26, organized by the French Rectors' Conference (CPU) and the French Center for International Education (FEI). The training program included detailed information on the French education system and the role of the French Rectors 'Conference in higher education, the organizational structure of the French Rectors' Conference, funding mechanism, membership rules, strategic goals, international relations, and CPU's cooperation with other stakeholders. Carbon University visit is also a planned to study the CPU's interaction with universities.

It should note that the EU-funded ECAR project "Creation of the Rectors' Conference in Azerbaijan" is being implemented under the coordination of Baku Business University. The project is going to implement over three years.
